Dawn Halfaker, Chief Executive OfficerF. Dawn Halfaker, Chief Executive Officer

In response to the radically changing business environment, Chief Executive Officer F. Dawn Halfaker founded Halfaker and Associates in January 2006, recognizing the growing need for dynamic consultants with specialized experience to provide national security services to the Federal Government.

Captain (Ret) Dawn Halfaker has extensive management experience as a Military Police Officer in the United States Army. After a tour in Korea, she deployed with the 3d Infantry Division as a platoon leader and deputy provost marshal in support of Operation Iraqi Freedom. She was subsequently wounded during a combat patrol near Baghdad in 2004, earning a Purple Heart and Bronze Star.

In addition, Dawn served as a military liaison to the House Armed Services Committee where she advised the committee Chair on central Department of Defense issues. Since 2005, she has worked with the Defense Advanced Research Projects Agency (DARPA), specializing in technical consulting for the Defense Sciences Office. Her mission is to help initiate research that will provide advanced capabilities to the military. Dawn also remains very active with veteran's affairs and is a member of many of the veteran's service organizations and serves on various advisory committees.

Dawn holds a Bachelor of Science degree from the United States Military Academy at West Point and a Master of Arts in Security Studies from Georgetown University in Washington, DC.

Emily McMahan, Chief Financial OfficerEmily McMahan, Chief Financial Officer

Emily McMahan has served as Chief Financial Officer of Halfaker and Associates since she joined the company in November 2006. Emily provides leadership, vision and expertise in the areas of corporate planning, tax, treasury operations, finance, and risk management.

Prior to joining Halfaker and Associates, Emily served as a Military Police Officer in the US Army. Twice deployed, her professional experience in operations and financial management are paralleled only by her deployment experience. Emily served in Operations Iraqi Freedom, Enduring Freedom, and Noble Eagle where she earned two Bronze Stars.

Emily is also a subject matter expert in the areas of Anti-Terrorism and Force Protection. Her most recent experience has been consulting to the Department of the Army's Asymmetric Warfare Office, Force Protection Division, coordinating its Force Protection Assessment and developing Protection strategy.

Emily holds a Bachelor of Science degree from the United States Military Academy at West Point and a Masters in Business Administration from the University of Virginia Darden School of Business.

Michael King, Chief Technology OfficerMichael King, Director of Contracts and Operations

Michael King serves as the Chief Technology Officer with Halfaker and Associates, which he joined in March 2008.  He has previously served as Director of Contracts and Operations and Chief Operating Officer with Halfaker.  As the CTO, Michael manages internal IT infrastructure, creates technical solutions for our clients, and pursues technology-focused business opportunities.

Prior to joining Halfaker and Associates, Michael served with the Critical Infrastructure Protection group of Lockheed Martin Transportation and Security Solutions.  Michael brings a variety of experience in systems engineering, COTS integration, physical security, program management, and capture management.  His experiences while at Lockheed Martin include working on several large engineering programs including access control, video surveillance, and credentialing solutions.

Michael holds a Bachelor of Science degree in Computer Engineering from the University of Virginia and a Master’s of Science in Information Systems & Technology from Johns Hopkins University.

Susan FreundSusan Freund, Director of Contracts

Susan Freund has served as Director of Contracts at Halfaker and Associates since she joined the company in September 2009. As the Director of Contracts, Susan provides leadership, vision and expertise in the areas of federal government contract and subcontract management, teaming agreements, non-disclosure agreements, and contract risk management.

Prior to joining Halfaker and Associates, Susan was the Director of Marketing at Fu Associates, Ltd. in Arlington, VA. Susan brings a variety of professional experience in the areas of business development, project management, and management of federal government contracts and subcontracts.

Susan also provides expertise in the area of GSA IT Schedule 70 small business contract management for federal government health care contracts. Her most recent experience includes managing multiple simultaneous contracts with the Department of Health and Human Services (DHHS) Centers for Medicare & Medicaid Services (CMS).

Susan holds a Bachelor of Arts degree in Economics from the College of William and Mary in Virginia.

Susan FreundCarrie Hamn, Director of Recruiting

Carrie Hamn joined Halfaker and Associates in March 2010 as the Director of Recruiting. Carrie’s role is essential to sustain the Company’s growth and ensure we recruit and retain the quality employees that are needed to achieve mission success for our clients and strengthen our culture. Carrie provides full lifecycle support for technical positions requiring government security clearances, as well as non-technical positions. Specific to her role Carrie interfaces with technical staff, Executive Management and the Human Resources Team, sources/prescreens candidates, participates in interviews, develops competitive job offers, and develops staffing plans and recruiting metrics. 

Prior to joining Halfaker and Associates, Carrie served as a Technical Recruiter for Omniplex World Services. Carrie is a strategic recruiting professional with 5 solid years of recruiting experience. Carrie comes to Halfaker and Associates with a strong background in IT, DOD and government contracting. Carrie has demonstrated growth and success in recruiting management, candidate sourcing, executive/technical placement recruiting process improvement, and technical sales. She has a unique ability to coach, motivate and mentor others to win support for ambitious goals and high productivity.

Carrie holds a Bachelor of Science degree in Business Management from George Mason University.

Rebecca Holloman, Director of MarketingRebecca Holloman, Director of Marketing and Business Development

Rebecca Holloman has served as Director of Marketing for Halfaker and Associates since she joined the company in September 2007. Rebecca provides leadership, vision, and expertise in the areas of corporate strategic planning and organization, development of marketing plans, market research, strategic relationship building, and project management.

Prior to joining Halfaker and Associates, Rebecca served as the program manager on the office support contract for the US Army Office of Small Business Programs, Headquartered in the Pentagon. Rebecca brings with her a wealth of knowledge from the federal government small business sector, which has assisted in developing Halfaker and Associates as a strong small business contender for government contracts. Her achievements within the Army Office of Small Business Programs include developing the Annual National Veteran Small Business Conference and Expo, the largest veteran-owned and service-disabled veteran-owned small business conference in the Nation; spearheading the development and implementation of a sound project plan for the contract support that has assisted in taking the Army OSBP to the next level; as well as developing strong relationships that cross all federal government sectors, which assisted in joint efforts for small business.

Rebecca holds a Bachelor of Arts degree from the University of Virginia and is currently pursuing a Masters in Business Administration from the University of North Carolina Kenan-Flagler Business School.

Cyrus Mostaghim, Director of Human Resources

Cyrus Mostaghim has served as Director of Human Resources for Halfaker and Associates since he joined the company in October 2007.  Cyrus serves as the company’s Equal Employment Opportunity Officer, monitors and evaluates the company’s total compensation package, manages payroll, and ensures compliance with all relevant employment law and the company’s policies and procedures.

Prior to joining Halfaker and Associates, Cyrus served as the Programs Coordinator for the Recruiting department of Perot Systems Government Services. Cyrus has a strong background in HR compliance in the government contracting industry, compensation, program management, business infrastructure management, and applying quantitative methods to the business operations environment.

Cyrus holds a Bachelor of Science degree in Business Management with concentrations in HR Management and Entrepreneurship, Innovation, and Technology Management from Virginia Tech. Cyrus was recognized as an honoree for the 2010 Human Resources Leadership Award (HRLA) of Greater Washington.

Vic StameyVic Stamey, Director of Programs

Vic Stamey joined Halfaker and Associates in January 2010 and serves as the Director of Programs. Vic leads in the strategic vision, design, and implementation of the Company program management structure; manages the Division Program Managers; and maintains overall responsibility for all project managers, site leads, and employees to ensure that all aspects of the contract, deliverables, and budget are properly executed.

Vic served over 30 years in the U.S. Army and Government Service. He has a proven record of success in defense and military issues, strategic planning, start-up businesses, managing strategic change, policy development, international affairs, hands-on operations, and program management. Vic has extensive knowledge and professional competence in strategic program development, program management, information technology, professional education and training, marketing, administration, Africa, Europe, Eurasia, Middle East, and Asia-Pacific security issues, financial management, and human resources.

Vic has a Masters in Psychology and Counseling from the University of Northern Colorado and in National Security Studies from the U.S. Army War College. Post-Graduate studies include International Studies at Christian-Albrechts University in Kiel, Germany and National Security Studies at the Massachusetts Institute of Technology.
