Division Program Manager

Halfaker and Associates seeks a Division Program Manager to lead the Program Management Division and ensure the successful execution of the delivery of Client services. The Division Program Manager manages and maintains overall responsibility for all project managers, site leads and employees to ensure that all aspects of the contract, deliverables and budget are executed.  Works to drive innovation while carrying forth these efforts in accordance with the Company's mission, values, culture, policies and procedures and strategy set forth by the CEO.

Description:

  • Expand current business
    • Maximize option year renewals for contract backlog
    • Expand current business 10-15% per annum
    • Participate in Company Business Development meetings
  • Manage creation and maintenance of program plans
    • Create template and timeline
    • Deliverables/milestones
    • Risks
  • Manage creation and maintenance of program budgets and performance
    • Ensure program execution (revenue and profit) is consistent with program plan and budget 
    • Oversee burn rates for programs
    • Maintain or exceed 90% labor utilization rate for all programs (average)
    • Procurement of direct program costs (ODCs)
    • Make compensation recommendations based on performance management
  • Facilitate and execute client kick-off meetings and briefings for new contracts within Division
  • Coordinate facility security support for contract personnel
  • Ensure quality of service delivery for all programs
  • Manage client satisfaction and relationships
  • Initiate and execute performance management system across Division
  • Ensure program operation and employees align with Company policies and procedures
  • Ensure accuracy and completeness of timecards across programs
  • Coordinate invoice approval with client
  • Coordinate program hiring and interview process
  • Coordinate on-boarding process for new program managers, project managers and site leads
  • Coordinate necessary training plans and training for new employees across programs

Responsibilities:

  • Develop Division “battle rhythm”
  • Manage client and employee (quarterly) visit schedule
  • Participate in Company finance meeting
  • Manage wounded warrior program
  • Maintain program files for Division on Company share drive
  • Oversee professional development for employees across Division programs  
  • Update important Client information in Company HighRise System
  • Maintain working knowledge of business and assist with strategic planning
  • Coordinate and facilitate SME support for proposal development and writing as well as relaying business opportunities that arise within existing Clients to BD
  • Responsible to initiate and participate in Company morale activities to foster cohesion and esprit de corps across Division
Requirements:
  • Strong operational experience; 5+ years in program management and leadership experience in similar field (national security)
  • Ability to lead, plan and manage change
  • Working knowledge of HR laws and regulations as well as the FAR
  • Strong organizational, time management and negotiation skills
  • The ability to take initiative and set priorities
  • Top performer who consistently exceeded goals
  • Proven record of relationship building with Clients and employees
  • Superior communication skills - written, verbal and presentation
  • Must be a proven team player who can effectively drive the decision-making process
  • MBA/PMP a plus

Clearance: Ability to obtain a Security Clearance is required.
